The MEA Bylaws committee is comprised of seven members with representation from each District (Wasilla, Palmer, and Eagle River). The incumbent members were Ruby Church, Pat Purcell, Stan Tucker and Tom Wood. There were three vacancies, one of which was filled when the Board appointed Kit Jones to a three-year term in July. Incumbents Purcell, Tucker and Wood asked to continue their service.

Director Larry DeVilbiss said MEA's Bylaws say that no more than three members of the Bylaws Committee may be appointed each year and objected to appointing more than three. President Lester at first said the Board dissolved the Bylaws committee in September, but after finding no record this had occurred, ruled DeVilbiss' objections out of order and proceeded with the vote.

Amid the dispute over interpretation of MEA’s bylaws, the Board appointed six members to the Bylaws committee, including Michael Janecek, a former Board member.

By majority vote, the Board also appointed to the committee Mark Kelsey, who works in Gov. Sarah Palin’s office, Mary Jo Parks of Palmer, and Dewey Taylor and Dan Tucker, both of Wasilla.

The Board reappointed only one of the existing Bylaws Committee members – Thomas Wood, also the only member from Eagle River.
